The Partnership Academy is a new and ground breaking training programme developed with government funding from the Treasury and the Office of the Third Sector. For the first time in Kirklees it brings together eight senior managers from VCS (Voluntary and Community Sector) organisations with eight managers from the public sector on a long term development programme.

The VCS managers will be those who deliver or want to deliver successful projects, commission work or services connected to our Local Area Agreement (LAA). The managers from the public sector will have responsibility for commissioning, monitoring and supporting VCS service delivery.

At no cost to participants or their organisations the academy offers an intensive classroom and work based programme over 15 months delivered by high quality training consultants from the Kirklees district and beyond. The idea behind the academy is simple.

The key to successful partnership working is effective and valued human relationships. If we can develop more trust, rapport and co-operative inter-agency working in Kirklees, we can improve and develop even better public services. Taking this as a starting point, the academy will explore the

  • skills
  • communication issues
  • relationships
  • and opportunities that underpin public service delivery in Kirklees.

It will look at the implications of these issues on current and future services, many of which are increasingly commissioned from the VCS. The aim of the programme is to be ambitious - challenging fixed assumptions and beliefs, especially between sectors. You will be asked to look at the status of partnerships between the sectors, including your own role and how we can build a stronger model for partnership working in the future. This must take into account the fast changing environment around public service commissioning and our shared vision for Kirklees citizens.

This is the inaugural launch of the programme which builds on the successful Kirklees Council Leadership Academy. Chief Officers and Directors from across the Kirklees Partnership have given their full backing for the programme and are confident it will be an important landmark in how we work together in the future as individuals and sectors to transform public services.

Expectations

So, the audience for the Partnership Academy have high expectations. The outcomes will be watched not only in Kirklees, but by observers from other Local Strategic Partners and key policy makers in Whitehall. We are confident this will become an annual programme and the lessons learned will be incorporated nationally.

The anticipated results for organisations / agencies – whether from public or VCS perspectives - will mean better informed and higher performing leaders and managers. This will enhance delivery of the core business for each sector. Ideally the new working relationships developed will be taken back in to the workplace and deliver better partnership practice on a daily basis.

Individuals can expect a high quality, high value package of customised personal and professional development which may lead to a qualification. This is a unique opportunity for 16 participants to be part of an influential pilot programme, the learning from which will be spread nationally by the Treasury.

However, be under no illusions. Those who successfully make it into the academy will be challenged. The time commitment is significant and the work needed to complete the programme will be demanding. Nevertheless, you can also be assured it will be stimulating, thought provoking and ground breaking.

A key feature of the programme will be its flexibility and you will be able to access optional or extra-curricula activities outside of the core programme to suit your work-life balance. There will also be on-line workshops and lunchtime briefings for you to maximise your personal learning. Your involvement with the academy will also continue beyond the lifetime of the programme. Participants will be able to continue their development, with no associated costs, by accessing future modules of learning delivered by Kirklees Council on similar issues or subjects explored through the academy.

But we recognise that places on the programme are limited and that some candidates will not be successful. For those who do not make it on to the inaugural programme – we will make sure you are involved with other opportunities linked to the Partnership Academy. This might include master classes, seminars or workshops that are open to a wider audience. We will also open discussions with your ‘sponsor’ on other ways to support your development.

Please also be assured that the Partnership Academy programme complements the existing management learning and development programs run by the Council and the Primary Care Trust (PCT) and reflects the skills and competencies identified in the research carried out by the VCS ‘Towards a VCS workforce development strategy’ in June 2007.

The aims of the programme

The academy started in September 2008 and will run for a 15 month period but take into account the summer holidays and project work.

  • bring 16 public and VCS managers together to undertake shared formal and informal learning, based on personal experience and best practice;
  • work with public sector and VCS senior managers, joint commissioning forums and Local Public Service Boards to agree new ways of working around the commissioning of public services;
  • build public sector capacity to address and explore issues of inconsistent approaches, and to enable officers to work with the sector more collaboratively and effectively;
  • build partnership capacity to devise new services, undertake more effective development work and service planning.

 

The Partnership Academy commenced in September 2008.
